Sounds like a typical case of static destroying the memory, or installing the memory into a live board.

Ask him if 1) he earthed himself before handling the memory, and if he was barefoot on carpet 2) he switched the computer off at the mains before installing the memory.

yeah he did both because i was with him when he installed it.
did it in the kitchen and unplugged it all.

he replaced the new memory into the old space where he took out the old memory.

Ask him to remove the new memory, and try and replicate the error. If it starts working, then send the memory back.

How much RAM does the system now have?
Is the new stick of RAM the same make as the old?

Have him try re-seating the RAM (remove it and put it back in). If there's a spare slot, have him try that slot instead.

Have him try the old RAM by itself, then the new RAM by itself, then try them again together. See what the results are.

The RAM could be fubar'd (maybe ESD damage), the sticks could be incompatible or it could be an unrelated issue that he caused while installing the RAM
